§ 140.06 ADMINISTRATION.
   The administration and enforcement of the provisions of this chapter shall be vested in the Police Department. Police officers are empowered to issue a summons for appearance in court, or to make arrest for violations of this chapter or any applicable rules and regulations prescribed under Title 50 of the South Carolina Code of Laws.
