§ 117.06 APPROVAL CRITERIA.
   Town Council shall consider the following criteria.
   (A)   Primary criteria. Applicants shall achieve the following criteria.
      (1)   Whether the applicant derives significant income from outside greater Charleston, Berkeley, Dorchester area; and
      (2)   Whether the applicant's business is compatible with the Target Clusters as defined in the Town's Economic Development Strategy.
   (B)   Additional criteria. Applicants shall achieve at least four of the following criteria:
      (1)   Whether the project is located within a Key Development Zone;
      (2)   The degree to which the applicant may serve as a catalyst for other economic development or redevelopment activity in the town;
      (3)   The increase in tax revenues, including real, personal, sales and business license taxes, that may result from the business;
      (4)   The number and type of in-town jobs the business creates. A minimum of five high- paying new jobs must be created and sustained. A high-paying position is defined as a newly created, full-time employee position where the aggregate average annual gross wage of the employment position, not including health care or other paid or unpaid benefits, is at least 110% of the average wage of the county in which an equivalent employment position exists (Charleston County);
      (5)   Housing/relocations and/or transportation stipends provided to staff;
      (6)   The anticipated capital investment of the business and over what period of time;
      (7)   Creation of career pipeline opportunities to recruit local students into jobs within the organization; and
      (8)   Town Council at its own discretion may consider additional criteria.
