§ 116.04 MAJOR-IMPACT SPECIAL EVENT PERMIT.
   (A)   Special events likely to have a major impact upon the town and its environs shall be allowed, following approval by the Town Administrator or his or her designee. Examples of such events are as follows: events with an expected attendance of 500 or more people, festivals, carnivals, parades, television and film productions.
   (B)   The following requirements shall apply to such special events:
      (1)   The Town Administrator, or his or her designee, may grant a special permit, if the proposed use would not cause traffic congestion and would not create a nuisance to surrounding areas.
      (2)   The Town Administrator, or his or her designee, shall have the authority to establish conditions and timeframes as deemed appropriate.
   (C)   Notwithstanding the requirements stated above, the Town Administrator may defer the approval of a special event permit application to the Town Council.
      (1)   In such a situation, the Town Council shall have the authority to establish conditions and timeframes as it deems appropriate.
      (2)   The decision of Town Council is final.
   (D)   Additional requirements and guidelines pertaining to television and film production are outlined within the town's filming policy, as may be updated from time to time.
