§ 114.01 PURPOSE AND AUTHORITY.
   Article VIII of the state constitution and S.C. Code § 5-7-30, authorize the town to impose fees for certain municipal functions. Town Council is mindful of legislation introduced in the state General Assembly, the effect of which could limit the ability of the town to impose fees such as that provided for herein. The Council is also mindful of the fact that state law currently permits fees such as that provided for herein to be imposed. The Council has determined that imposition of the fee provided for herein is consistent with its longstanding attempt to provide property tax relief to town residents. Accordingly, this chapter is adopted under the authority and power granted the town under S.C. Code § 5-7-10 et seq., Article VIII of the South Carolina Constitution and other applicable laws for the purposes set forth herein.
