No person shall permit, allow, or host a social gathering at his or her residence or any place in the town where any person under the age of 21 years is present and an alcoholic beverage is in the possession of, or is being consumed by, any person under the age of 21 years. A parent/guardian shall be liable for the gatherings in his/her home if the parent/guardian has knowledge of the same.
