§ 113.21 PURPOSE; SCOPE.
   (A)   Purpose. It is the purpose of this chapter to ensure that public safety and the general welfare of the community and all its citizens shall not be abridged by those who, within their residences or at any place in the town, either ignore, encourage, or do not take any action to prevent the illegal possession and/or consumption of alcohol by persons under age (minors). The citizens of the town recognize that underage alcohol possession and consumption constitutes lawlessness and delinquency and represents a danger to the safety and welfare of themselves and their families and the entire community.
   (B)   Scope. This chapter applies to all persons and property as regulated herein.
