§ 73.03  REGULATION OF NEW AND SECONDHAND DEALERS.
   (A)   No person shall maintain, operate, or conduct a business of buying or selling new or secondhand bicycles within the municipality without a currently valid license so to do.
   (B)   Each person licensed by the municipality to conduct a business of buying or selling new or secondhand bicycles shall keep a record of all bicycles acquired and disposed of by him, which shall contain the following information:
      (1)   The name, address, and age of each person from whom a bicycle was acquired or to whom a bicycle was conveyed, and the monetary or other consideration for the transaction.
      (2)   The make, type, frame, or serial number, and condition of each bicycle acquired or disposed of.
      (3)   Unusual or suspicious circumstances or facts, if any, as to each transaction, and the date of each transaction.
   (C)   The record required by division (B) above shall be kept on file at the licensee's place of business and shall be made available to the Police Department, on request, for inspection.
