(A) The driver of any vehicle shall not turn such vehicle so as to proceed in the opposite direction on any street in the Business District of the municipality, and shall not, on any other street, so turn a vehicle unless such movement can be made in safety and without interfering with other traffic.
(B) This section shall not be construed to authorize any such U-turn at any place in the municipality where such turn is prohibited.
