(A) Property owners aggrieved by a decision of the Director of Engineering and Development Services or his/her appointee hereunder shall have the right to appeal to the Public Services Committee within ten days of the date of the decision.
(B) The appeal shall be in writing and shall set forth, in detail, the grounds upon which relief is sought. The Public Services Committee shall hear the appeal within 60 days of filing and render a decision within ten days after the hearing.
(C) The Public Services Committee shall have full authority to affirm, modify, or reverse a decision of the Director of Engineering and Development Services or his/her appointee. In evaluating the appeal, the Public Services Committee shall determine whether the decision of the Director of Engineering and Development Services or his/her appointee was made in reasonable compliance with the standards, policies and criteria of this chapter.
(D) Any person aggrieved by a final determination of the Public Services Committee shall have the right to file an appeal with a court of competent jurisdiction within 30 days of receiving notice of such determination.
