§ 51.116 SPECIAL AGREEMENTS.
   Nothing herein shall be construed as preventing any special agreement or arrangement between the Commission and any user of the wastewater facilities, whereby wastewater of unusual strength or character is accepted into the system and specially treated, subject to any applicable payments or user charges.
