The purpose of this chapter is to provide for the maximum possible beneficial public use of the Commission's wastewater system through regulation of sewer construction, sewer use, and wastewater discharges; to provide for equitable distribution of the costs of the wastewater system; and to provide procedures for complying with the requirements contained herein. All or parts of the ordinances and resolutions of the town or the Commissioners of Public Works in conflict with the provisions of this chapter are repealed to the extent of such conflict.
