§ 51.070 CONSTRUCTION OF SYSTEM.
   Before connecting to the public water services, the customer shall execute a contract agreeing to pay for water services, which shall be in such form as the Commissioners of Public Works (the Commission) shall from time to time prescribe. The customer shall be responsible and liable for all service charges accruing therefor.
