Where multiple separate dwelling and multiple separate commercial units receive water through a single meter billed as one account, whether within or without the corporate limits, each such unit shall be subject to one minimum charge for water service, which shall be billed against the single meter account along with any additional sum due on account of total water consumption through such single meter.
