The purpose of this chapter is to provide for the maximum possible beneficial public use of the Commission's water system through regulation of water construction and water use; to provide for equitable distribution of the costs of the water system; and to provide procedures for complying with the requirements contained herein. All or parts of the ordinances and resolutions of the town or the Commissioners of Public Works of the town in conflict with the provisions of this chapter are repealed to the extent of such conflict.
