§ 51.002 MANAGEMENT OF SYSTEM; RATES AND CHARGES.
   The Commission is fully empowered to operate, maintain, enlarge and improve the water and wastewater systems, and to establish rates and charges as it may deem proper for all services and facilities associated with the water and wastewater systems owned by MPW.
