Immediately upon receipt by the Council of the statement of the Charleston County Board of Elections and Voter Registration, the Mayor shall open and publish the statement by announcing the total number of votes cast for each candidate for Mayor and for each candidate for Councilmember, and, when applicable, the total number of votes cast for and against each proposition voted on at the election.
