(A) Statements of candidacy for the offices of Mayor, Council and for the Commissioners of Public Works in a general election shall be filed with the Charleston County Board of Elections and Voter Registration, together with a $150 filing fee, not later than 60 days prior to the election. The Charleston County Board of Elections and Voter Registration shall verify the information in the statements and shall place the name of the candidate on the ballot.
(B) Any person declaring candidacy under this section who cannot afford the required filing fee and so declares himself or herself to be an indigent shall file a written appeal for relief with the Charleston County Board of Elections and Voter Registration, not later than 60 days prior to the election.
