Special elections shall be ordered from time to time, as occasion may demand. When required or permitted by law, candidates must file a statement of candidacy with the Charleston County Board of Elections and Voter Registration, together with a $150 filing fee, not later than twelve o’clock noon, 45 days prior to the election. If, however, S.C. Code § 7-13-190(C) is applicable, the notice requirements of said section of the State Code shall be controlling over this section.
