(A) The Chief of the Fire Department shall be the commanding officer of the Fire Department, and shall be responsible for its proper management and for the preservation and maintenance of its property. The Chief shall enforce all rules and regulations of the Fire Department, and when any violation comes to his or her attention, the Chief shall forthwith take such action as may be appropriate with respect thereto.
(B) It shall be the duty of the Chief of the Fire Department to inspect the engines, ladder trucks, and special apparatus for service at fires or emergencies on a continuous basis, and to conduct a formal pumping test annually.
(C) It shall be the duty of the Chief of the Fire Department to establish and conduct a training program to thoroughly familiarize all members of the Department with the operation of the engines, aerial and ground ladders, rescue and special equipment, firefighting tactics and strategy, and medical and rescue equipment.
