§ 31.004 RESTRICTION AS TO CONTRACTING INDEBTEDNESS.
   No indebtedness shall be contracted against the municipality by any officer, person, or board whatsoever, except on the authority of the Council, nor by any committee of the Council except within the limits of the appropriation made therefor.
