§ 31.001 DEPUTIES, ASSISTANTS AND ACTING MUNICIPAL OFFICERS.
   (A)   The Mayor, with the approval of the Council, may designate a qualified person to serve as deputy or assistant to any municipal officer, either for an indefinite or a contingent or fixed period of time, and any such deputy or assistant shall have such authority and perform such duties as shall be specified by his or her principal, or by the Mayor.
   (B)   During the vacancy of any municipal office or the prolonged absence or disability of any municipal officer, the Mayor, with the approval of the Council, may appoint a qualified person to act in the place and stead of the absent or disabled officer, or to fill a vacancy until such time as a permanent appointment is made, and the person so appointed shall have the title of acting officer, with all of the powers and duties of the office in which he or she so acts.
