Whenever any matter shall come before the Council by petition or otherwise, which shall be connected with or related to two or more of the subjects with which the standing committees are especially charged, the Council shall determine whether such matter shall be referred to a special committee or to a joint committee to be composed of two or more of the standing committees concerned therewith or to one of the standing committees and, in the later case, to which one the reference is to be made.
