The Council may, from time to time, by resolution, adopt such additional rules, not inconsistent with this subchapter, as may be necessary or expedient for the transaction of its business, and in all matters not covered by this subchapter or by resolution of the Council the current rules of the House of Representatives of the state, when applicable, shall govern the Council.
