§ 30.45 ORDINANCES.
   (A)   It shall be the duty of the Council to pass, from time to time, such ordinances as in its judgment shall best promote the interest of the citizens and property holders of the municipality.
   (B)   All ordinances shall read: “Be it ordained by the Mayor and Councilmembers of the Municipality of Mount Pleasant, in Council assembled.”
