§ 30.31 VOTING BY MAYOR; TIE VOTES.
   The Mayor shall vote in all cases, except when personally interested, or shall be excused, his or her name being called last in the call of the “yeas” and “nays.” If with, his or her vote, the Council shall be equally divided, the question shall be declared in the negative.
