The Councilmembers, with the Mayor, shall have power as the Council, to establish and enforce all such rules, regulations, bylaws, resolutions, and ordinances regarding the finances, streets, health, and police as it shall appear to them proper for the security, welfare, and convenience of the municipality and for preserving the health, peace, order, and good government within the municipality, and to do all things which lawfully may be done by them as provided by the constitution and state statutes.
