3-2-9: LIMITATION ON NUMBER OF LICENSES:
There shall be issued, not to exceed the following number of licenses in the Village:
   Seven (7) Class A licenses.
   Two (2) Class B licenses.
   Seven (7) Class C licenses.
   Three (3) Class C-1 licenses.
   One (1) Class D license.
