   A.   When Allowed: Where a sanitary sewer of the Village is not available under the provisions of subsection 8-2-2D of this chapter, the building sewer shall be connected to a private sewage disposal system complying with the provisions of this section.
   B.   Permit Required: Before commencement of construction of a private sewage disposal system, the owner of the property on which said system is to be located shall first obtain a permit therefor. The application for such permit shall be made to and approved by the Village Clerk, and shall be accompanied by plans, specifications and such other information as shall be requested, and a permit fee of twenty five dollars ($25.00).
   C.   Installation Inspection: A permit for a private sewage disposal system shall not become effective until installation is completed to the satisfaction of the Village or the person designated by it. He shall be allowed to inspect the work at any stage of construction and, in any event, the applicant for the permit shall notify the Village Clerk when the work is ready for final inspection and before any underground portions are covered.    F.   Owner To Operate And Maintain: The owner shall operate and maintain the private sewage disposal facilities in a sanitary manner at all times, and at no expense to the Village. (1979 Code § 7-5-3)
