The Village shall not in any manner be liable for any damage caused by the shutting off of the supply of water of any consumer while the system or any part thereof is undergoing repairs, or caused by the freezing of the main or the breaking of any pipe or service cock, or by a shortage of water due to accident or when necessary for extension or improvements of mains, valves or hydrants, or other circumstances over which the Village has no control.
