It shall be unlawful to conduct a parade connected with a circus upon any public street, alley or other public way or place in the Village unless a permit therefor (in addition to the license therefor required by subsection 5-4-2A of this Code) is first obtained from the President and Board of Trustees. Such permit shall specify the route to be taken and shall be accompanied by a bond in the sum of ten thousand dollars ($10,000.00), conditioned to indemnify the Village for any loss, damage or liability incurred or caused by the conduct of such exhibition or parade.
