(A) (1) The installation of a water meter is required where possible and practical to each dwelling consuming from the city’s system.
(2) This will make each occupant solely responsible for his or her own water bill and will discontinue the necessity of discontinuing service to persons having paid their water bill in order to collect from a delinquent customer
(B) Exceptions to this policy shall be as provided by the City Council and as provided for in the rate schedule for water and sewer service.
