§ 51.24 BILLING; MINIMUMS.
   (A)   Bills for water rents shall be based on the actual reading of amount of water used; except that when the amount of water used is not registered because of a defective meter, the bill rendered shall be for the average amount heretofore used by the premises served by such meter during the preceding three readings or during the portion of such period for which water rent records are available; or if water was not consumed by such premises through such meter during such preceding period, the bill rendered shall be for the average amount for other services of the same class in the city during the period covered by the bill. Bills shall be rendered separately for each service or connection. When more than one family or other group is furnished water through a single meter, the bill therefor shall be furnished only to the person upon whose application such water was furnished. All bills shall be made out and mailed as early as practicable after the close of the two-month period covered by such bills.
   (B)   The installation of a single meter will be permitted with water bills to be computed on the basis of a single user to be paid by the owner, as in the case of allowing one water meter for an eight- unit apartment house. Charges will be based on the number of units for minimums (example: eight units, eight minimums). The tapping fee will be equivalent to a single tap plus the cost of the water meter.
