§ 50.003 PERMIT REQUIRED FOR PRIVATE WASTE COLLECTORS.
   No person other than employees of the Streets and Solid Waste Department shall, for hire, collect, remove, haul or convey any type of garbage, refuse, rubbish, waste, recyclables or similar matter through or upon the streets or alleys of the city without first obtaining a permit from the City Manager.
