§ 50.002 DIRECTOR.
   The Solid Waste Services Director (“Director”) shall have the responsibility for and the jurisdiction of the collection, removal and disposal of all garbage, refuse, recyclables, rubbish and other materials, as outlined in the collection practices policy within the city.
