The City Council may from time to time amend the terms of this chapter after a public hearing has been held and notice given as required by G.S. § 160D-601. However, any proposed amendment shall be submitted to the Planning Commission for review and recommendation prior to the City Council action. The Planning Commission shall have 45 days from the date such amendment is first submitted for review to the Commission to make its recommendation. If the Planning Commission fails to make its recommendation within the specified time, it shall be deemed to have recommended in favor of the amendment.
