Any person aggrieved by an order of the Building Inspector granting, denying, renewing or revoking a license for a mobile home park under this chapter may appeal to the City Council within ten days after the issuance of such order by the Building Inspector. The City Council shall fix a reasonable time for the hearing of an appeal and give due notice to the appellant. Any appeal shall have the effect of suspending the requirement of the Building Inspector until the hearing by the City Council.
