No public park or place of amusement shall be operated within the corporate limits, except upon written permit from the City Manager. When a permit is granted, the City Manager shall, as a condition to operating under such permit, prescribe the method of illuminating same and regulate the hours when the same shall be open to the public, and the closing of the same. The City Manager may, for cause shown, revoke any license or permit issued by him or her.
