§ 91.46 OWNERS CHARGED WITH DUTY OF CULTIVATION AND UPKEEP.
   All lot owners are charged with the duty of any and all cultivation and upkeep of whatever kind, under the supervision and direction of the Director, unless they make satisfactory arrangements with the Director to pay for such upkeep as they may desire.
