Except as provided herein, no person shall keep or maintain any cows, horses, goats, sheep or fowl within 500 feet of any street or residence, other than the residence of the owner of such animal. Goats may be kept upon municipal property, without regard to the restrictions in this section, for a reasonable time for the purpose of eliminating or reducing kudzu and other overgrowth.
