Any person owning or controlling premises beyond the corporate limits of the city and desiring to install a plumbing system for the purpose of discharging domestic and/or industrial waste into the sanitary sewers of the city may do so by complying with the requirements of the city shall be the responsibility of the property owner and shall be done under the general supervision of the Public Works Director of the city.
