§ 4-3-2 APPLICATION FOR LICENSE.
   The City Council may, in its discretion, grant a license to any person or persons to keep, operate and conduct a billiard room in the city and any person or persons desiring such license shall file with the City Clerk an application, therefor in writing, setting forth the location of the building or room to be so occupied.
