It shall be unlawful for any person or persons owning or having in his, her or their possession any billiard, pool, bagatelle, pigeon hole table or tables or any other table or tables to allow any person or persons, to play upon any such pool, bagatelle, pigeon hole table or tables or any other gaming table or tables, for hire or for any fee, reward or other recompense whatever, within the city without obtaining a license so to do, as hereinafter provided.
