§ 4-1-11 RESTRICTION ON SALES.
   It shall be unlawful for the holder of any license to sell, give or deliver alcoholic liquor, including beer and wine, to any person under the age of 21 years, or to sell, give or deliver alcoholic liquor including beer and wine to any intoxicated person or to any person known by him or her to be an habitual drunkard, spendthrift or insane, feeble minded or distracted person; to allow any person under 21 years of age, or any intoxicated person, or any person known by him or her to be an habitual drunkard, spendthrift or insane, feeble minded or distracted person to loiter in or about the premises wherein alcoholic liquor is sold by said licensee and the sale of said alcoholic liquor constitutes the main business of the holder of said license.
