Prior to the submission of any plat for consideration to the Planning Commission under the provisions of this title, the subdivider shall meet with the Planning Commission, or any individual to whom the Commission may delegate this responsibility, to introduce himself or herself as a potential subdivider and learn what shall be expected of him or her in such capacity.
