There is hereby created a Board of Park Commissioners of the city, said Board to consist of four members to be appointed by the Mayor with the advice and consent of the City Council, annually at the beginning of each fiscal year. Said Board shall consist of one member of the City Council and three members who are not members of the City Council, and said members shall hold their offices for a term of one year or until the appointment and qualification of their successors.
