(A) Of the five members, two shall serve for a period of three years, two for a period of two years, one for a period of one year and the like. Thereafter, such members shall serve for a period of three years.
(B) Vacancies shall be filled by appointments for unexpired terms only. The ex officio members shall serve for the terms of their elective office.
(C) All members of the Commission shall serve without compensation except that, if the City Council deems it advisable, they may receive such compensation as may be fixed from time to time by said City Council and provided for in the appropriation ordinance.
