Nothing in this chapter shall be construed to prevent the ordinary maintenance or repair of any exterior architectural feature in the historic district or on the landmark site which does not involve a change in design, material or the outward appearance thereof; nor to prevent any alteration or demolition which is required by public safety because of an unsafe or dangerous condition.
