§ 1-9-1 WARDS ESTABLISHED.
   The present corporate limits of the city are hereby divided into three wards as follows.
   (A)   First Ward. The portion north of a line running east and west through the center of Center Street extended to the corporate limits of the city, including what is commonly known as West Carroll and North Carroll, shall constitute the First Ward; all persons residing in any house situated on or north of said line shall be considered in the First Ward.
   (B)   Second Ward. The portion south of said centerline of Center Street and west of the centerline of Clay Street to a point where said centerline of Clay Street intersects the centerline of Broadway, thence east 60 feet, more or less, to the town line between the Towns of Mount Carroll and Salem; thence south on said town line to south corporate limits of the city, shall constitute the Second Ward; all persons residing on or west of said town line and south of centerline of Center Street shall be considered in the Second Ward.
   (C)   Third Ward. The portion south of said centerline of Center Street and east of the centerline of Clay Street to said point where said centerline of Clay Street intersects the centerline of Broadway; thence east 60 feet more or less, to said city line between the Cities of Mount Carroll and Salem; thence south on said town line to the south corporate limits of the city, shall constitute the Third Ward; all persons residing on or east of said town line and south of centerline of Center Street shall be considered the Third Ward.
