From the date that water and sewer facilities become abutting and contiguous to such property, each person applying for permission to connect to the city sewer system shall pay a permit fee in the amount of $125 for the privilege of connecting to the sewerage main, such permit fee to be paid into the Sewerage Fund. All expenses for material and labor for connection to the waterworks or sewerage mains shall be paid by the person making such connection.
