Each and every part of a sewer or water connection shall be inspected and approved by the City Engineer before being concealed or backfilled. Employees of the waterworks system and sewerage system shall have the right at all times of access to any person’s premises, for the purpose of ascertaining the number and type of water and sewer connections to the systems. Any person refusing the right to permit the said employees of the waterworks system and sewerage system access to his or her premises shall be subject to a penalty as hereinafter provided.
